In accordance with Proclamation 20-23.4 the City will be extending the time for waiving late payment penalties and suspending water shutoffs through July 28, 2020.
The City of Bellingham is committed to keeping our customers connected to essential services during the COVID-19 pandemic emergency. If you are experiencing hardship as a result of the COVID-19 pandemic, you may be eligible for support, including payment arrangements or bill assistance. This Proclamation does not relieve customers from the obligation to pay for utility services.

Customers may pay their bill using cash, check, or credit card (Visa, MasterCard, Discover, AmericanExpress), in-person at City Hall, or by using the following convenient payment options:
Enroll in Paperless Billing
At no cost, utility customers may enroll in paperless billing. This service will not be available for renters unless enrolled in Auto Pay. Once enrolled, statements will arrive by email notification only. Only one account may be enrolled at a time. Owners of multiple properties and property management firms may contact the Finance department directly at (360) 778-8010 to enroll in the program.

Reduced Rates
Review the
Reduced Utility Rate information if you are a senior over age 62 or person with a disability on a limited income. The City also offers reduced rates to agencies providing affordable housing for low income households. Agencies must be nonprofits or the Bellingham Housing Authority, and the reduced rate is only available for low-income housing where rents are restricted by a federal, state or city housing program for households earning less than 60 percent (60%) of area median income. Surface and Stormwater Fee Reduction
The City of Bellingham recognizes that some property owners have constructed private on-site stormwater quality and quantity mitigation facilities ("facilities"), which may aid the City in controlling the overall effects of stormwater pollution and those other problems. Properties or portions of properties with facilities that meet certain criteria, and to the City's satisfaction, shall receive a reduction from the monthly fee charged. For detailed information see
